CSM Guest Blog: “Reasonable Things” Voting Phase

(Developers Note: This is a Guest Blog written by the 8th Council of Stellar Management (CSM), as part of their ongoing efforts to help CCP and the EVE Online Developement Teams in shaping the direction and focus for the future of the EVE Online Universe)

If you're having EVE problems I feel bad for you son. I got 99 problems to set the devs on.

About three weeks ago, the 8th Council of Stellar Management (CSM8) asked you for suggestions for improving EVE in what we are calling the "Reasonable Things" Initiative. The response was staggering -- a grand total of 1363 suggestions were submitted!

With so many suggestions to consider, reducing the list to the final 99 that you will be voting on -- and doing it in less than a week -- was a significant challenge.

We ended up keeping it simple. Each participating CSM reviewed the list and upvoted all the ideas they thought were good. They were then sorted by number of upvotes and subsorted by their order of submission, and the top 99 made the final list. 10 CSM members submitted upvote lists, and items that "made the cut" had between 3 and 9 upvotes.

Now it's up to you to vote. Here's how to do it (please read carefully):

  1. Review the list of items, which you can find here, and select as many of them as you want (we suggest at least 10-15).
  2. Rank the items in order of importance -- first is most important, and so on.
  3. Post a message in the devblog discussion thread that contains a line formatted as follows: <your character name>,<your favorite item>,<your second favorite item>,...,<the item you care enough about to rank, but less than all the other items you picked>. For example, this voting list: "Angus McRanker,13,19,37,4,12,87,56,99,2,5" - means that for Angus, 10 items were important enough to rank, and of these, #13 was the most important, and #5 was the least important.

Important notes:

  • The character name of the poster of the message must match the character name in the voting line -- this is how our software recognizes a vote.
  • Vote only once per account. People who try to sneakily vote their alts and trial accounts may find themselves faced with The Wrath of CCP Dolan. Take it from us, you don't want to risk that!
  • To make assembling your list easier, CSM has created a Crowdsourcing Prioritization Assistant. This lets you view all the suggestions, filter them, add them to your list with a single click, and easily rank them in order of preference.
  • We currently plan to use the same STV ranking system to rank your preferences that was used in the CSM elections, but will also publish all the votes so interested players can analyze the data in different ways.

The CSM would like to thank you in advance for taking the time to make your preferences known. We can't wait to see the results! With the upcoming CSM August Summit we hope to bring up many of these ideas and suggestions with CCP and discuss them face to face.

One final note: Because of the limited amount of space in the final "ballot", hundreds of good suggestions didn't make it. But all is not lost! The complete list (including what CSM's liked what ideas) is available on the Wiki, and is also available as a filterable list. We hope that it will be useful as a source of ideas to CCP in the future or as talking points in casual conversation with CCP devs.

They're making a list, and checking it twice...

Welcome to the CSM Summer 2013 "Reasonable Things" Prioritization Crowdsourcing. The purpose of this exercise is to develop a prioritized list of "Reasonable Things" -- small to medium-complexity changes and improvements to the game that hopefully provide high "gameplay bang for development buck".
CSM will use this list in our discussions with CCP about the planning for the Winter expansion -- and beyond.

There are 3 steps in the process:

1) Initial List Development (now until July 24th).

Our starting list includes all of the top items in the "Help Me, CCP Soundwave" Little Things thread ( https://forums.eveonline.com/default.aspx?g=posts&t=167795 ), and we would like to publicly thank thread-starter Hershman for his hard work in developing that list. However, we want to expand this list to include not just more Little Things, but also slightly more ambitious proposals -- call them "Medium Things".

In the comment thread for this blog, post your suggestions for Reasonable Things, one per post.

Each suggestion must be described by a single short sentence. If you can't tweet it, it's probably too long.
The suggestion must appear on a line by itself, prefaced by the string "Suggestion:"
For example:
Suggestion: Improve right-click menus by implementing the Amazon Menu Hack

You may optionally include a line containing keywords that categorize the suggestion, prefacing them by "Keywords:" Good things to include are what playstyles (ie: "Industry", "PVP"), player categories ("Newbies","Enablers") and/or areas of the game ("Wormholes","Hisec") it targets.
For example:
Keywords: user interface, menus, everyone

You may also include a line giving extra information about your suggestion, prefacing it by "Note:"

These lines will be automatically extracted by our software to create the initial list. However, you should feel free to elaborate on the above for the benefit of thread readers.
Putting it all together, the above suggestion might look like this:

Navigating multilevel right-click menus is a pain in the butt, but this cute hack that Amazon uses makes them much easier to use. If this could be implemented, it would improve every right-click menu in the game.

2) CSM List Pruning (July 25th - 31th)

CSM will then combine similar suggestions and get some feedback from CCP about item feasibility and difficulty (for example, whether they would be Little Things or Medium Things)
We will then prioritize them (the exact method has not yet been decided, but how each CSM voted will be made public)

3) Community Prioritization (August 1st - 14th)

The top 99 items (as determined and ranked by the CSM) will be presented to the community for prioritization, in a similar manner to the previous crowdsourcings. We also intend to analyze the data in new ways (including using the same Wright-STV method used in the CSM elections), and the raw data will be made available to the community for further analysis.

PPS: Allegations that CSM members can be bribed to ensure that particular suggestions make the final list are, of course, totally ludicrous.

CSM8 Election Results

As has become a custom, CCP Hellmar, CCP’s CEO, just announced the election results for the 8th Council of Stellar Management (CSM8) during the CCP Presents Keynote in Reykjavik during Fanfest 2013. This election was an exhilarating experience and the candidates were hard at work until the final minutes of the election getting those last few votes.

This is the first CSM election where the Single Transferrable Vote (STV) has been used. Due to this fact, the order of the elected members below is alphabetical, as all members received the necessary amount (no more, no less) of votes to get onto the council.

So, the first order of the newly elected council will be to elect, amongst themselves, a Chairman, a Vice-chairman, a Secretary and a vice-secretary.

Congratulations to the elected delegates . The 8th CSM will take office on Friday the 3rd of May.

Voter Demographics

During the election 49702 votes were cast by eligible voters. The total number of votes cast was lower than last year (CSM7 - 59109 votes), but higher than the years before.

This drop in voting has provided us with a new perspective on CSM interest from the playerbase. CSM7 was effectively the first ‘peace-time’ council, and with a deeper involvement in EVE’s development the friction witnessed in the past between the CSM and CCP is largely gone. It is possible that this lack of controversy has caused the CSM elections to be less of a hot button issue or a less discussed topic. It is also a fact that a larger portion of the older players participate in the election, which means that newer players are not as CSM aware as they could be. These are problems that we look forward to tackling during the term of CSM8.

The average age of users who voted was 33 years, an increase from 32 last election. The average age of an account that votes was 3.2 years, up from 2.89 years from last election.

CSM 8 Elections–CCP on the impact of the Council

The elections for the 8th Council of Stellar Management (CSM) end tomorrow April 18th, at 23:59 UTC. Our wonderful community has been buzzing with comments on the CSM as an institution and the actions of CSM7, so we thought it would be nice to hear from CCP itself. Below are some quotes from just a few of the CCP Team Members that interact with the CSM.

CCP Masterplan - Software Engineer

When we have questions such as “What do you think would happen if we added/changed/removed feature X?”, the ability to get focused feedback from the CSM on short notice has helped guide our development decisions. I think this has contributed to the success of features such as Crimewatch 2.0 and forthcoming Odyssey expansion.

On multiple occasions they have brought to our attention specific pieces of unbalanced content that might have otherwise gone unnoticed. Often this information originates from players directly contacting the CSM. Having a healthy relationship between developers and the CSM means that these reports can get directly to the appropriate team, where we can act on them.

CCP Affinity – Content Designer

During 2012 I worked on Factional Warfare and the constant feedback and interaction we had with CSM7 helped make that feature what it is today.  CSM7 have been a stellar CSM; they are determined, passionate yet very levelheaded.  During FW development, they remained very involved in the ongoing work, gave good, clear and constructive feedback where necessary and, best of all, created and moderated a communication channel putting the designers involved in direct contact with the players most affected by our changes.   CSM7 have been amazing both in making the voices of the player heard and interacting with CCP in a professional and meaningful way and I can’t wait to meet the new CSM 8.

CCP Veritas – Software Engineer

The CSM has been a great help for me while improving the performance of EVE.  They've been a great resource to go to get the players' direct experiences with the game, in order to inform us better where the pain points are.  Ultimately, we can make our performance metrics move, but if it doesn't translate into the players enjoying the game more then we aren't doing it right.  The CSM helps us gauge our progress in that regard.

CCP Fozzie – Game Designer

I’ve had the privilege of working closely with the CSM since I started at CCP last summer. Having a team of elected players to work alongside who are passionate and committed to making EVE a better game has been extremely valuable to our development for Retribution and Odyssey. I have benefited from the CSM as a sounding board for designs, as a gauge of player opinions, and as a conduit for bringing player concerns to our attention.

I have found them especially helpful in my work with Factional Warfare, Ship Balancing and Starbases. I can say with confidence that without the help of a CSM my work and my team’s work would not have reached the standards that we were able to achieve together.

CCP Manifest – Senior PR Specialist

From the Public Relations point of view, I’ve always kept the CSM a bit at arms length, not wanting to taint the institution as somehow a PR stunt. Thankfully though, this didn’t prevent me from working with the council over the years over Skype and email and increasingly so during the CSM 7’s term—culminating in the last summit and up until today. These are some of the most passionate EVE players you will find, and although yes, each rep does have an agenda, it became crystal clear to me during the last summit sessions that any agenda was backseat to three things. (1) A desire to see EVE continue to develop in new and fun ways. (2) A hunger for the EVE Universe to reach the awesomeness level we expect of it (3) A professional drive to represent players as best they can. I was most impressed with their ability and willingness to represent people of seemingly opposite play styles to themselves—they took it very seriously--asking for metrics, tossing out ideas and actively seeking input from the players before the summit. Is the CSM and its members perfect? Hell no. Is passionate and hardworking and unafraid to really represent you to the development team? Yes, absolutely. That’s the type of politician I admire though and I hope their legacy extends to the next council. As a 7-year player who’s been watching from the sidelines from CSM 1, I can say I’m honored with how they’ve represented me and it makes me want to work with them even more going forward.

CCP Goliath – QA Director

Before I joined the company, I regarded the CSM as a player elected lobby group, who would petition the developers on behalf of their electorate with directions they wanted the game to go in, or specific features they wanted work done to. Having now been through 2 CSM terms on the development side, it is clear they are so much more than that. Providing requested, targeted feedback on many of our ideas is probably their most used function. They are also great at letting us know about troublesome defects and exploits when they or their alliances encounter them. While there are those on the Council that haven't put in equal amounts of work, the eager ones do a staggering amount of work and are basically available for input around the clock. 

CCP Solomon – Technical Producer

Since its inception, the CSM has gone through significant change both in the quality of its interactions with CCP and its value as perceived by the player base. Initially, it’s fair to say there was doubt in the community as to whether this player elected group was really capable of affecting change within CCP and bringing about the fixes the players were asking for. Let me make it clear; the passion, insistence, dedication and sheer pig-headed stubbornness of this group has had a significant impact on what we develop and how we develop it. Many of the changes in Retribution and again in Odyssey were a direct result of interactions, community feedback and suggestions from CSM 7. Whether it’s the changes to Factional Warfare, ship balancing, war declarations or the upcoming starbase quality of life fixes, the feedback and sanity checking has been beyond compare . CSM 7 represents a huge leap forward in keeping the concerns of the player base at the forefront, they have brought about change, worked damned hard and you should buy them all a beer.

CCP Xhagen – Senior Researcher, CSM Project Manager

The past five years have been a wild ride. It is beyond any doubt that the CSM has come far since CSM1. The structure within CCP to receive CSM feedback has been improved considerably which has led to a better utilization of that feedback, whether it is CCP looking for feedback or CSM bringing it up. While many things can be said about how CCP has gotten better at receiving CSM feedback that is dwarfed by the advancement of the CSM itself, its methods and its members. These advancements are largely thanks to past CSMs. The professionalism, the quality and the effectiveness of the CSM is now undeniable and the future members of CSM8 will have the luxury of jumping straight into a well-oiled, and well maintained, apparatus and get straight to work. The CSM has become an important part of EVE’s development and maintenance and it will help us improving EVE for at least ten more years.

CCP Seagull – Senior Producer

The CSM is one of the main stakeholders we work with when deciding on both product direction and feature level changes – we validate what we are doing with the CSM, and we take their advice and input into account as part of our development process. I encourage all EVE players to vote in the CSM elections, so that we get a great representative voice of the community to work with in this process.

CCP Unifex – Executive Producer

I have worked more closely with CSM 7 during 2012 that with any previous CSM. During this time we have really worked on defining what ‘Being a stakeholder’ really means and had a number of iterations of testing it out in practice. I believe we have been at a point for a while now where the contribution to the development process from the CSM, their feedback on features being developed and input on future ideas is invaluable. They give a different viewpoint from that of us within CCP, representing both their own constituencies and the player base as a whole. Their voice is very much heard and is helping us as we continually strive to deliver a better world for our players. I am looking forward to meeting the new CSM and helping to quickly build a strong team that I see as an integral part of EVE Online.

CCP Hellmar - CEO

Ever since instigating the CSM in 2003 and then again in 2008 I have felt it to be a very important venue to navigate through the turbulent waters that the first 10 years of EVE have been. As we make strides towards a second decade of growth and prosperity for the EVE Universe I know in my heart that the CSM and other formal venues we will construct together will bring EVE to a place where it will outlive us all.

Seleene – CSM7 Chariman

Given the huge increase in engagement between CSM and CCP during CSM7, CSM8 will shoulder great responsibility in helping CCP deliver game improvements that the community truly wants. There are many highly qualified candidates running this year, and your vote can help ensure that CSM8 is the best CSM ever. TLDR: If you don't vote, don't bitch!

Be sure to get out and vote before April 18th at 23:59 UTC. Your vote is your voice, don’t let your voice go unheard in the future of EVE Online and the New Eden Universe.

The Pre-elections for the 8th Council of Stellar Management (CSM) have closed. This is the first year we have done a pre-election like this and we are proud to say that far more candidates proved themselves qualified then we would have ever thought. Candidates required a minimum of 200 Endorsements to be included in the Final Ballot for the CSM8 Elections which begin tomorrow. Here are the results:

With over 16,000 endorsements and 31 candidates successfully qualifying for the full election, we are in for a fast paced and exciting election period. While these results may be helpful for looking into which candidates you might want to investigate further, I would caution that they potentially have no bearing on the full election. As is always true in an STV election, you should always vote based on your own preference for candidates, not on what you think other people will vote.

The CSM is the elected voice of the players in the development of EVE Online. Click Here after April 4th to vote, and make sure that you spread the word, more votes cast in the election means better representation for all of EVE Online as we move into the Second Decade of EVE.

CSM8 – Candidacy Applications Now Open

As announced in an earlier Dev Blog, the candidacy period for the next Council of Stellar Management (CSM) election is now open, and if you’re interested in running for a seat on the council please fill out the form here and be sure to read and follow all instructions. Also, please be sure that all your account ownership information is up to date. We are using a pdf in place of our previous online signups due to ongoing updates to our community site, we apologize for any inconvenience.

All applications will result in an audit of the accounts belonging to the applicant and a general background check. In cases where EULA violations have occurred, the application will be assessed on the basis of the severity of the violation and the length of time since the violation occurred. More information on candidate eligibility can be found in the CSM white paper. CCP reserves the right to deny any candidate for extra-ordinary reasons, and will publish our reasoning upon the denied candidate's request.

Candidates will receive notification by email when their applications are approved.

With this election we’re introducing the new pre-election stage, where each candidate will have to reach a threshold of 200 votes in a first round of voting in order to qualify.  This Pre-election will begin on March 22nd and run until March 29th and everyone who qualifies to vote will be able to cast a single vote per account in support of a candidate. Candidates will be informed by email when they pass the 200 vote threshold. Players looking for information on which candidate they should support will find the Jita Park Speakers Corner section of the EVE Online Forums to be a helpful starting point for finding campaign information

On the 1st of April we will post a full list of the candidates for the final ballot, and provide more detailed information about voting in the full election.

The time has come for a new Council of Stellar Management (CSM) term. "What is the CSM?|" you might ask. It is a democratically elected player council that both represents the community and is an advisory body to CCP that provides valuable information regarding changes and updates to EVE. You can read more about the CSM on EVElopedia.

The Council of Stellar Management elections are on the horizon, and we will be making some significant changes to the election process this year.

Our previous “likes” based candidacy system is gone and a new and improved Pre-election system will ensure that only serious candidates with significant support make it onto the final ballot. Candidates will submit applications and the ones that meet the election requirements will be entered into a Pre-Election Ballot. Every subscriber to EVE Online will then have a single vote per account to cast in support of a candidate. These votes will then be tallied and candidates that receives 200 or more votes will qualify to be added to the final election ballot. If less than 28 candidates meet this threshold, the next highest ranking candidates will be added until 28 candidates make the final ballot. We will also be releasing the results of this election for those looking to use it in their decision making for the final election.

The election proper is also using a new format this year. We will be moving to a Single Transferable Vote (STV) based voting system where instead of voting for a single candidate, each voter will pick their top 14 favorite candidates and rank them from 1 to 14.  Initially, each vote will be placed on the candidate listed as 1st, but if found unnecessary either because the candidate has more than enough to make the top 14 or if they cannot make top 14 under any circumstances, then the vote will transfer to the candidate listed 2nd.  This continues until the vote is exhausted or needed for a candidate to succeed.  The exact method used for calculating this vote distribution will be announced and released to the public for review before the start of the Election.

Additionally, this year the CSM chairman and summit attendees will no longer be solely decided by the number of votes the 14 CSMs receive in the election. Instead, the 14 victorious candidates will vote to choose all of their internal positions including chairman, vice-chairman, secretary, etc. The summit attendees will use a new 2+5 system, with CCP and the CSM working together to pick the 5 hardest working and most feature relevant CSMs being flown to each summit and the final 2 attendees will be the "most preferred" candidates, chosen by reentering the election results into an STV election to select the top 2 candidates. We feel that this system ensures that the CSM will have their hardest working CSMs at our summits in Iceland and that a person’s work as a CSM member is always more important than just gathering votes.

Finally, let’s talk about this year’s election schedule. Here it is:

-          21st of February: announcing the CSM8 elections and the updated rules

-          12th – 20th of March: candidacy application period

-          22nd – 29th of March: Pre-Election

-          3rd – 17th of April: Announcement of final ballot and Election

-          27th of April: Election result announcement

We will be moving to a Single Transferable Vote (STV) based voting system where instead of voting for a single candidate, each voter will pick their top 14 favorite candidates and rank them from 1 to 14.  Initially, each vote will be placed on the candidate listed as 1st, but if found unnecessary either because the candidate has more than enough to make the top 14 or if they cannot make top 14 under any circumstances, then the vote will transfer to the candidate listed 2nd.  This continues until the vote is exhausted or needed for a candidate to succeed.  The exact method used for calculating this vote distribution will be announced and released to the public for review before the start of the Election.

Additionally, this year the CSM chairman and summit attendees will no longer be solely decided by the number of votes the 14 CSMs receive in the election. Instead, the 14 victorious candidates will vote to choose all of their internal positions including chairman, vice-chairman, secretary, etc. The summit attendees will use a new 2+5 system, with CCP and the CSM working together to pick the 5 hardest working and most feature relevant CSMs being flown to each summit and the final 2 attendees will be the "most preferred" candidates, chosen by reentering the election results into an STV election to select the top 2 candidates. We feel that this system ensures that the CSM will have their hardest working CSMs at our summits in Iceland and that a person’s work as a CSM member is always more important than just gathering votes.

-          21st of February: announcing the CSM8 elections and the updated rules

-          12th – 20th of March: candidacy application period

-          22nd – 29th of March: Pre-Election

-          3rd – 17th of April: Announcement of final ballot and Election

-          27th of April: Election result announcement
